I am confused: Is it jail time or no jail time for coronavirus?

In Hawaii, the governor is threatening people with up to one year in jail and a $5,000 fine if they don’t obey the state’s coronavirus lockdown orders that ends April 30, 2020: READ: States threatening jail time over coronavirus orders’ violations

Meanwhile, in Washington State, its Supreme Court was one vote away from releasing several convicts from jail, because of the threat of the coronavirus. This would have included the state’s notorious Green River Serial Killer who murdered an estimated 49 women. I wonder if there is anything these two states have in common?
